Economic Development Subsidy Report Pursuant to Government Code Section 53083 On April 18, 2017, the City Council adopted Resolution No. 3654 establishing an Economic Development Incentive Policy and Program.  According to the corresponding staff report, “The stated purpose and intent of the Program is to incentivize and attract new quality business development in an effort to improve the overall San Jacinto economy, make available amenities the residents need, want and may have requested, provide jobs and generate long term revenues to support City essential services (i.e. Sheriff, Fire, public works, streets/road repairs, curb, gutter and sidewalks and other public services.”

Moreover, Resolution 3654 states “Whereas, Government Code section 53083 authorizes the City to expend funds for the purpose of stimulating economic development and creating a strong economic development program; and; Whereas, the City Council intends to utilize economic development incentives to create jobs, encourage private investment in the City, encourage new economic, commercial, and industrial development, encourage the retention of existing business, improve retail and commercial options, improve dining, entertainment and recreation options and improve the City’s tax base thereby furthering the City’s ability to enhance and provide municipal services to its residents.”  In addition, Resolution 3654 states that the City may provide Public Financing including “ . . . financial assistance in the form of grants and loans.”

On December 5, 2017, the City Council authorized staff to develop an Economic Development Incentive Loan Agreement (EDILA) for Council consideration on December 19, 2017 with the Mason Jar Brewing Company, LLC.  Said loan would be secured by fixtures and equipment with the loan to be forgiven 10% annually over a 10-year period (life of the lease agreement).  If the EDILA is approved, funding would not be provided until all entitlements are obtained.  Below you will find the December 5, 2017 City Council staff report and the December 19, 2017 Economic Development Subsidy Report, the latter of which is provided pursuant to Government Code Section 53083.
